Job Summary
The Account Clerk III position facilitates the payment of child support by entering child support obligations into the computer database and issuing income-withholding orders to employers.

Essential Functions and Responsibilities
The following duties are primarily performed and are essential for this position.  Employees are expected to be able to perform each of these job duties satisfactorily and successfully with or without reasonable accommodations to be qualified for the position.  Other duties may be required and assigned.

35% Order Entry:
Enters court orders for child support, health insurance and miscellaneous provisions into child support database. Modifies child support obligations as directed by court orders. Opens and closes child support accounts in child support database.  Works with the CSA attorney to interpret orders as appropriate for order entry into the KIDS system.  Ensures receipt of written orders and interim financial summaries where needed.  Calculates and enters adjustments where appropriate and determines whether holds on participants’ PIN are allowable and appropriate.

20% Generating/Issuing Orders:
Issues income-withholding orders to employers and responds to employer inquiries regarding the orders. Works with staff on administrative repayment orders to collect overdue balances; creates and sends National Medical Support Notices for participants’ employers to provide health coverage as ordered; Drafts and submits warrant orders obtained in court.
15% Participant Inquiries/Problem Resolution:
Responds to inquiries from participants regarding their child support account and conducts necessary research to resolve problems.  Works with outside attorneys on obtaining, correcting, and otherwise addressing orders, credits, or audits and reconciliations.  Addresses questions from employers.
10% Reports:
Works reports generated by the computer database to identify child support payments held in suspense and other reports to correct and change data in computer database as needed.

10% Audits/Reconciliations:
Prepares audits and reconciliations on child support accounts.

5% Meetings/Trainings:
Attend Statewide meetings and training conferences.


5% Other
Manages and maintains non-aid (NIVD) cases to ensure timely and appropriate closure.

Minimum Education Qualifications

Education and/or Experience Requirements:
  • High school degree.  Some post-high school education is preferred, but not necessary for the completion of job duties.
  • Prior experience preferred.

Licenses, Certifications, and Other Requirements:
  • State Training Courses (new worker training / IRS confidentiality training / other state-level training modules).
  • Position is dependent on passing a fingerprint background check. 
  • Various in-house processes and guidelines

Minimum Knowledge, Skills, and Abilities Qualifications
In order to perform the functions and responsibilities of the position (listed above) the following knowledge, skills, and abilities are essential.
 
  • Computer literate, advanced skills in software with above average keyboard skills.
  • Excellent written and oral communication skills.
  • Basic accounting knowledge.

  • Must be able to multi-task and deal with frequent interruptions. Must be able to problem-solve as employee has contact with dissatisfied participants.
  • Ability to maintain a high level of professional customer service and maintain confidentiality.

Physical Requirements
  • Prolonged periods of sitting at a desk and working on a computer.
