Job Summary
The Children and Families Manager formulates administrative and operational strategies for program development, quality assurance and program improvements within the Children and Families Division (Child Protective Services, Youth Justice, Kinship Care, Foster Care, Independent Living, Birth-To-Three, Children’s Long-Term Support, and Children’s Community Options) and systems within the Children and Families Division. Evaluates divisional programs in terms of consistency, compliancy, and effectiveness and identifies challenges to initiate modifications as needed. Plans, organizes, coordinates, directs, and administers the effective and efficient operations of the programs and service delivery within the division. Serves as a collaborative member of the Human Services Senior Leadership Team and helps form the strategic direction of the Department. Develops and implements divisional policies, procedures, and guidelines consistent with departmental policies and in accordance with federal, state, and administrative codes and interprets these to other staff and agencies. Provides visionary leadership and coaching to division supervisors and staff. Manages the Children and Families Division budget, assists in overseeing existing contracts, monitors fiscal activities, ensures efficiency, accuracy and timeliness and successful achievement of and reporting on data pertaining to measurable outcomes of service delivery and funding in preparing reports to county, state, and legal authorities. Builds relationships with community partners, advocacy organizations, schools, law enforcement agencies, and court systems to build strong partnerships to address systemic issues for children and families. Participates and is influential on the development and implementation of federal, state, and county legislation that impacts children and families. Responsible for recruitment, hiring decisions for the division, ensures proper training and address employee disciplinary issues. Identifies, writes, oversees, and reports on existing grants.

20% Provides Visionary Leadership and Coaching to Division Supervisors and Staff:
Performs employee reviews and assessments. Assists in developing leadership plans and follow through on goals.
15% Formulates Administrative and Operational Strategies for Program Development, Quality Assurance and Program Improvements within the Children and Families Division:
Manages the day-to-day division functions, manages small project teams to develop, execute and complete tasks. Documents functional tasks and reports to director.
15% Evaluates Divisional Programs in Terms of Consistency, Compliancy, and Effectiveness and Identifies Challenges in Order to Initiate Modifications as Needed. Plans, Organizes, Coordinates, Directs, and Administers the Effective and Efficient Operations of the Programs and Service Delivery within the Division:
Studies data to see patterns for improvement, develops a strategy that team members can use to better reach program goals, determine appropriate timelines and monitor progress, adhere to accreditation standards.
15% Serves as a Collaborative Member of the Human Services Senior Leadership Team and Helps form the Strategic Direction of the Department:
Collaborates with team members and works to develop and follow through with the strategic plan.
10% Develops and Implements Divisional Policies, Procedures and Guidelines Consistent with Departmental Policies and in Accordance with Federal, State, and Administrative Codes and Interprets these to Other Staff and Agencies:
Interpret state and federal statues, policies, and standards to ensure county policy, procedure and practices aligns, adhere to accreditation standards.
5% Builds relationships with community partners, advocacy organizations, schools, law enforcement agencies, and court systems to build strong partnerships to address systemic issues for children and families:
Participates in community events, aligns with partners for joint service coordination, engages to determine community and partner needs. Attends state and county human services meetings for partnership and collaboration opportunities.
5% Participates and is influential on the development and implementation of federal, state, and county legislation that impacts children and families:
Participates in development of policy that affects children and families.
5% Responsible for recruitment, hiring decisions for the division, ensures proper training and address employee disciplinary issues:
Updates job description, develops interview protocol, interviews, onboards and trains new staff. Monitors and documents employee performance and determines assets to encourage and improvement in deficiencies.
5% Identifies, writes, oversees, and reports on existing grants:
Understands the structure, objects, programs, and finances of the division, research grant opportunities, drafts and submits grant proposals, maintains relationship with stakeholders, maintains records and reports on the grant.
5% Manages the Children and Families Division budget, assists in overseeing existing contracts, monitors fiscal activities, ensures efficiency, accuracy and timeliness and successful achievement of and reporting on data pertaining to measurable outcomes of service delivery and funding in preparing reports to county, state and legal authorities:
Reviews budget monitoring reports, assists in determining spending patterns and where money should be allocated.

Minimum Education Qualifications
Education and/or Experience Requirements:
- Master’s Degree in Social Work required.
- Seven years of experience in Child Protection and Juvenile Justice with a minimum of 3 years of direct administrative experience.

- High Level of Working Knowledge of Wisconsin Children’s Code: #48 and #938, Wisconsin Model of Practice, Wisconsin Automated Child Welfare system, CPS investigation and Ongoing Standards, Safety and Permanency for children, Family Systems approach to service delivery, Kinship Levels of Care, Foster Care Regulations/Administrative Rules, Day Care Certification Administrative Rules, Juvenile Justice Evidence Based Practice, and clinical intervention techniques.

Work Environment
Job functions are within the Ozaukee County Administration Center but there is frequent meeting with clients, agencies and other organizations outside of the Department of Human Services that require travel. There are also many situations that are highly volatile due to hostile family dynamics.
