Job Summary
The Assistant Real Property Lister (ARPL)/Account Clerk maintains land records which are used to create the assessment rolls that are the foundation of the entire taxation process. The ARPL/Account Clerk serves as the liaison between the assessors and the County’s 16 municipalities to ensure that lands are represented accurately for assessment and taxation purposes, and reports the assessment data to the Wisconsin Department of Revenue.  Additionally, the ARPL/Account Clerk verifies and deposits County funds and assists the Deputy Treasurer with duties including, but not limited to, processing the mail, banking and accounting duties, as well as assisting the public.

Essential Functions and Responsibilities
The following duties are primarily performed and are essential for this position.  Employees are expected to be able to perform each of these job duties satisfactorily and successfully with or without reasonable accommodations to be qualified for the position.  Other duties may be required and assigned.

25% General Administrative
Answering phones, emails and assisting walk-in traffic.   May open, sort and process daily mail.  Assist with month-end and year-end reporting.

35% Assistant Real Property Lister:
Assists and works with Treasurer/Real Property Lister.  Maintains databases of real property assessment for municipalities and assessment agencies. Balancing of assessment records in preparation for assessment rolls and tax rolls. Export assessment rolls to the Wisconsin Department of Revenue for publication. Collecting, processing and importing Manufacturing.  Process, invoice and maintain Agriculture Use Conversion charges and other related tasks as they arise.  Investigate all errors and omissions parcels on the Assessment rolls. Maintains and updates Drainage District Assessment Parcels.

35% Account Clerk:
Daily receipting of County department funds, tax payments, and Drainage District payments. Receipts other types of payments to designated bank account.  Process requests for tax and assessment rolls.  Balance daily funds and scan batches to bank for daily deposit.

5% Disbursements and Checking:
Assist with printing Payroll bi-weekly and Accounts Payable weekly. Print, sort and batch checks, and attach remits for mailing. Check requests made for overpayments.

Minimum Education Qualifications

Education and/or Experience Requirements:
  • Associate’s Degree in Accounting, Business, Finance or related field desired.  Relative experience can be substituted for degree requirements.
  • Minimum of two years of experience working in the fields of assessment and taxation preferred. Two years of experience working in the field of bookkeeping with secretarial duties preferred. 
  • Preference for clerical duties experience, cash handling and/or banking, and real estate knowledge.

Licenses, Certifications, and Other Requirements:
  • UW-Green Bay Municipal Clerks/Treasurers Institute certification may be obtained after hire.  Willingness to attend occasional offsite training when offered is desired.

  • A strong understanding of assessment and taxation a plus.
  • Excellent customer service to internal and external customers and business partners.
  • Broad knowledge of accounting principles and techniques.
  • Ability to prioritize in a fast-paced multi-tasking office.
  • Superior accuracy strengths and attention to detail.
  • Ability to analyze and prepare reports utilizing current technology.
  • Ability to efficiently use a PC and current software to prepare reports.
  • Ability to communicate effectively on the telephone, email and in-person.
  • Ability to manage time effectively.
  • Must have knowledge of Microsoft Office Products.
